The speech will be presented by the MMC for Finance and Economic Development, Clr Doctor Xhakaza.
There will be live radio broadcasts between 10am and noon on EK FM, VOT FM, Power FM, Kasie FM, Kaya FM, Lesedi FM and Ukhozi FM.
The speech can also be viewed publicly at the Victor Ndlazilwane Hall in Daveyton, the Rabasotho Hall in Tembisa and the Vosloorus Civic Centre.
