Municipal bills for half-built properties causes confusion

The owners of two new developments that are still in progress at Clearwater Estate, recently received two electrical accounts to the value of approximately R13 000, as well as an electricity disconnection notice.

“The houses don’t even have electricity, they are only just getting built,” says one of the owners, Rene van Rooyen.

According to Ekurhuleni metro spokesperson, Themba Gadebe, stand 1221 (on which one of the new properties are being built) was registered into the owner’s name on September 25, 2013, and the account in question is in respect of assessment rates, refuse removal and water consumption.

“A deposit with respect of the water consumption was raised on January 22.”

A water meter was allegedly installed at the applicable property in order to measure the water consumption on January 28.

“Charges in respect of basic water and basic sewerage have since been credited and the water consumption measured with the mentioned water meter is due and payable by the owner.”

Stand 1260 (on which the other new property is being built) was registered into the owner’s name on October 30, 2013, and the account in question is also in respect of assessment rates and refuse removal.

Gadebe claims that charges in respect of basic water and basic sewerage have since also been credited.

“The exact reason why a final notice, followed by a disconnection notice was rendered in respect of the accounts in question is being investigated and the final outcome is not (yet) available.”

He emphasises that both accounts were levied with a basic water and a basic sewer charge.

“It must be admitted that assessment rates, refuse removal and water consumption, as in the case of one of the mentioned accounts, is due and payable on or before the applicable due dates,” concludes Gadebe. – @IschkeBoksburg
