The national average for Grade 9 mathematics was a shocking 13 per cent in 2012.
Last year, the average of the Annual National Assessment improved very slightly to 14 per cent.
A global survey published by the World Economic Forum in June, covering 148 countries, found that South Africa is perceived to have the lowest quality of education in the world (even lower than Haiti, Lesotho, Zimbabwe, Nigeria and Chad).
The minister of Science and Technology, Naledi Pandor, downplayed the findings the first week of June, because they were based on perceptions and not on actual academic results.
The Department of Education has not commented on the report.
