Police officers, who were driving along St Anthony’s Road, Slovo, noticed the suspicious man walking down the street, carrying the bag.
They tried to stop him, but he reportedly started running away.
The officers gave chase on foot for a few minutes before the suspect was caught.
They found dozens of dagga in his bag and a few fingers of dagga in his pocket.
He was charged with dealing in dagga and possession of dagga, and will appear in court this week.
